n the mid-1990s, the state of Michigan radically changed the way it funds public schools. An increase in the sales tax replaced local property taxes as the main funding stream. It's an idea that has long been pushed by advocates of school funding reform in Illinois, but state lawmakers have long been reticent to tackle such a politically charged proposal.
